Janice Porter has become the new District Attorney in Dent's absence and working alongside Commissioner James Gordon. A mysterious serial killer called the "Hungman" starts terrorizing the Gotham City by hanging corrupt police officers. Batman interrogates Edward Nygma but even The Riddler has not the slightest idea about who the killer is or who it might be.

At some point in the beginning, Two-Face was the prime suspect but even he was not responsible for these murders. A young circus acrobat Dick Grayson, who lost his parents to a mob battle that started due to circumstances of the "Hungman" killer, is later adopted by Batman to be his crime-fighting partner.

So, young Dick becomes his new trusty sidekick; Robin, The Boy Wonder. At the nick of time Commissioner Jim Gordon is saved by Two-Face from being hanged by the killer, who in fact was not a corrupted cop. Harvey Dent recruits The Joker, Scarecrow, The Penguin, The Riddler, Poison Ivy, Mr. Freeze, The Mad Hatter and Solomon Grundy to his gang and instead of being clear, the mystery grows even gritty and darker by each passing moment.

Following the success of Batman – The Long Halloween, the same creative team of Loeb and Sale later worked on two limited series, Batman – Dark Victory and Catwoman – When in Rome afterwards, which was also well received and praised by the fans.
